David Dwyer founded Experienced Public Adjusters, LLC to help Florida policyholders understand their rights after property damage and pursue the full claim value owed under their insurance policies.

David brings a disciplined, analytical approach to claim handling. His background combines financial analysis, negotiation strategy, executive leadership, policy interpretation, and complex claim valuation. That experience is especially useful when insurance companies underpay, delay, deny, or narrow the scope of a property insurance claim.

Experienced Public Adjusters is a federally registered trademark, U.S. Reg. No. 6,074,010. Florida policyholders can verify David’s public adjuster license, W391016, through the Florida Department of Financial Services.

Public Adjusting Experience

Before founding Experienced Public Adjusters, David gained professional experience as a Florida public adjuster with Tutwiler & Associates, a public adjusting firm serving Florida policyholders since 1984.

David later built Experienced Public Adjusters into a Florida public adjusting firm focused on residential, commercial, condominium, high-value, and complex property insurance claims. The firm helps policyholders with claim review, damage documentation, repair scope, estimate preparation, carrier communication, negotiation, supplements, and large-loss claim strategy.

David personally leads many of the firm’s high-value and complex claim strategies from Naples, while the company’s licensed team serves policyholders across Florida from its Orlando headquarters and regional Florida markets.

Education, Business Background, and Negotiation Training

David earned a Bachelor of Science in Business Administration and completed an Executive MBA at the State University of New York at Oswego.

He later completed advanced executive and negotiation training, including:

• Senior Executives Program through Aileron Consulting

David began his professional career in financial services, including roles with Edward Jones and Morgan Stanley Dean Witter in New York City. He later held executive leadership roles with national organizations, including District and Regional Manager roles at Ricoh Corporation, where he managed significant revenue, teams, and business operations.

This background gives David a strong foundation in contract interpretation, financial analysis, risk evaluation, documentation strategy, and structured negotiation. Those skills directly support complex insurance claim representation.

David focuses on claim strategy, scope disputes, valuation disputes, repair-method disagreements, policy language issues, and high-value claim documentation. He is often involved when the first carrier estimate does not match the true cost to repair or rebuild.

He views the public adjuster role as a fiduciary responsibility. The policyholder deserves clear guidance, detailed documentation, and representation from someone who understands insurance claim valuation and carrier negotiation strategy.

Negotiation First, Appraisal Only When Appropriate

Experienced Public Adjusters does not treat appraisal as a separate claim type. Appraisal is a policy clause that may be available in some cases after the adjusting process has been performed and all reasonable negotiations have been exhausted, depending on the policy language and facts of the claim.

Before appraisal is considered, the claim should be documented properly, repair estimates should be supported, the carrier position should be reviewed, and negotiation should be attempted. If appraisal becomes appropriate under the policy, David can help support the claim file and strategy.
